City on the Loop reimagines Canarsie Pier as a phased coastal system that adapts to sea level rise. Built over the Belt Parkway, the project transforms a former barrier into a looped urban edge combining housing, transit, ecology, and public space. It grows in stages—retrofitting infrastructure, adding programs, and forming flood-resilient structures. The loop acts as both framework and methodology, with future potential for AI-assisted adaptation.
